It is composed of people who research about anything that's related to the client's product for advertisement. Here, ad messages, target market study, and advertising action plans are created.

Creative - You can say that this is the artists' hub in an advertising agency . The creative department is made up of copywriters, art directors, and the like. While they do not spend as much time with the client as the account department, they should be able to come up with new and creative ideas that the client needs and will approve.

Media Services - If you want your ad to be aired on TV, run on newspapers or magazines, or heard on radio, the media services department is the one closing the deals for you. They know how each of these medium's audiences think and react. They know who to contact and how to negotiate rates that will work with the client's budget.

Production - What the planning and creative department can conceive, the production can… well, execute. Without the production department, the advertising agency would only have floating ideas. This department is responsible for making sure that a commercial that needs to be shot is shot, and what needs to be printed is printed.

Not every advertising agency has all these areas separated as departments. A simpler structured advertising agency, takes care of all these areas and still keeps a manageable overhead by keeping a flat company organization, which is actually beneficial for the client. A smaller overhead for the agency means the client has more options for affordable advertising services.
